Ông Lê văn Hiếu - Phó toàn quyền Nam Úc

Ông Lê Văn Hiếu hiện cư ngụ tại Burnside, là một trong những thuyền nhân Việt Nam đặt chân lên đất nước Úc vào năm 1977. Ông Lê Văn Hiếu (Hieu Van Le), sinh năm 1954 tại Quảng Trị ngay lúc chia đôi đất nước gia đình ông dời vô Đà Nẵng sinh sống, là một trong những thuyền nhân vượt biển qua Úc tị nạn, vừa được bổ nhiệm vào chức vụ Phó toàn quyền bang South Australia (Nam Úc). Ông Hiếu sẽ chính thức nhậm chức vào tháng 9 sắp tới bằng một lễ tuyên thệ với 21 phát đại bác chào mừng. Ông Lê Văn Hiếu là học sinh trường Phan Châu Trinh, Đà Nẵng từ năm 1965 đến 1973, sau đó học Đại học Chính trị-Kinh doanh Đà Lạt và vượt biển tị nạn định cư tại Úc từ năm 1977. Ông tốt nghiệp đại học Adelaide với văn bằng cử nhân kinh tế và cao học quản trị xí nghiệp. Ông Hiếu từng giữ chức chủ tịch ủy ban sắc tộc và đa văn hóa tại Nam Úc (SAMEAC) và là khuôn mặt quen thuộc trong sinh hoạt cộng đồng người Việt tự do cũng như hội Phật tử tại Nam Úc.
Đài ABC Adelaide, trong cuộc phỏng vấn mới nhất đã cho rằng đây là người gốc Việt Nam đầu tiên trên thế giới được cử vào một chức vụ chính quyền cao nhất ở nước ngoài. Tại Úc, ông từng được tặng danh hiệu công dân danh dự, giữ các chức vụ Chánh thanh tra, Giám đốc Ủy ban Chứng khoán và đầu tư liên bang từ đầu những năm 1990, Chủ tịch Ủy ban Dân tộc và đa văn hóa bang Nam Úc. Ông đã tốt nghiệp bằng cử nhân kinh tế và MBA tại Đại học Adelaide. Trả lời phỏng vấn Đài ABC, ông Hiếu cho biết ông mồ côi cha từ khi sinh ra (cha ông chết khi tham gia kháng chiến chống Pháp). Đến Úc, vợ chồng ông từng làm công nhân hái trái cây và chế biến trái mơ để nuôi gia đình và tiếp tục ăn học.
Năm 1996 chính phủ Nam Úc tưởng thưởng ông Hieu Van Le huy chương Australia Day Medal vì những đóng góp cho hội đồng giám sát đầu tư và chứng khoán, cũng như uỷ ban sắc tộc và đa văn hóa.
Vào năm 2004, ông Hieu Van Le đại diện cho Giáo hội Phật giáo Việt Nam Thống nhất vận động xây dựng một ngôi chùa tại Hillier. Ngoài ra ông Hieu Van Le còn sinh hoạt trong hội Nông gia Việt Nam tại Virginia.
Tại đây ông đã vận động xây dựng một trung tâm văn hóa. Ông Hieu Van Le còn có chân trong hội đồng tổ chức Quốc khánh Úc tại Nam Úc và là quản trị viên của hội đồng giám sát đầu tư và chứng khoán (Australian Securities and Investments Commission) tại Nam Úc.
Vị tân phó toàn quyền có vợ tên Lan và hai con được đặt tên theo hai danh thủ cricket của Úc: Don (lấy tên từ danh thủ Don Bradman) và Kim (từ tên của Kim Hughes). Với chức vụ phó toàn quyền tiểu bang Nam Úc, ông Hieu Van Le sẽ là người Việt đầu tiên tại Úc được chọn vào chức vụ này.
Hay tin mình được chọn làm phó toàn quyền, ông Hieu Van Le nói: 'Tôi quá vui sướng với điều xảy đêán'. Ông cho biết sẽ dùng chức vụ của mình để giới thiệu hàng hóa và sản phẩm của Nam Úc với thế giới nói chung và với châu Á nói riêng. Phó toàn quyền tân cử nói: 'Thí dụ như tôi giới thiệu Singapore mua dưa leo của bà con nông gia ở Virginia'.
Theo hiến pháp của tiểu bang Nam Úc, chiếu theo lời đề nghị của thủ hiến Nam Úc, Nữ hoàng sẽ bổ nhiệm phó toàn quyền (Lieutenant-Governor). Khi toàn quyền vắng mặt, phó toàn quyền sẽ đứng ra thay thế. Truyền thống Nam Úc thường cắt cử chánh án tòa tối cao vào chức vụ phó toàn quyền như Sir Mellis Napier.
Nhưng gần đây, Nam Úc dành danh dự này cho người di dân nổi bật. Tiền nhiệm của phó toàn quyền tân cử người Việt Nam là ông Bruno Krumins AM, một di dân Latvia.
Thủ hiến Mike Rann đã loan báo bổ nhiệm tân toàn quyền và tân phó toàn quyền vào cuối tuần qua.

Lieutenant Governor. Hieu Van Le
Premier Mike Rann says he is delighted that Her Majesty the Queen has agreed to accept his nomination for the next Governor of South Australia, Rear Admiral (Rtd) Kevin Scarce AO CSC.
Mr Rann says he’s also very pleased to announce that Mr Hieu Van Le will be the next Lieutenant Governor. Hieu Van Le is the current Chairman of the SA Multicultural and Ethnic Affairs Commission.
Rear Admiral (Rtd) Kevin Scarce will be sworn in and begin his commission on August 8 this year, following the retirement of Governor Marjorie Jackson-Nelson AC on July 31.
Lieutenant Governor Bruno Krumins AM will retire on August 31 – the same day Hieu Van Le is sworn in as the first Lieutenant Governor in SA of Asian descent.
Mr Rann says it was with enormous sadness that he heard the news of the death of the former Agent General in London Mr Maurice de Rohan AO who died late last year, before Mr de Rohan had the opportunity to take up the Governor’s position later this year.
“Since then, many South Australians have come forward suggesting very eminent people to replace Marjorie Jackson-Nelson.
“But of all the people that were considered, it was very difficult to look beyond Kevin Scarce, a man born in Adelaide, raised in Woomera and educated at Elizabeth East Primary and Elizabeth High School, who went on to lead one of the most powerful defence organisations in the nation.
“Following Kevin Scarce’s retirement as head of the Defence Materiel Organisation, he returned to South Australia to lead the team that put together the bid that won our State the $6 billion Air Warfare Destroyer contract.
“In a State that is considered the defence capital of the nation, I could think of no better ambassador for the next five years than Rear Admiral (Rtd) Kevin Scarce.
“He is a man of the utmost integrity and decency. He has a sharp intellect, is affable, good humoured and like Marjorie Jackson Nelson, has the ability to connect with people from all walks of life.
“Most importantly, he is enthusiastic about the future of South Australia. As Governor he will continue to play a role in helping to develop our defence industry given his excellent international as well as national contacts.
“I am delighted he has accepted the role, with the support of Elizabeth, his wife of 32 years, and their adult children Kasha and Kingsley.”
Mr Rann says that equally inspiring will be South Australia’s new Lieutenant Governor Hieu Van Le, one of the first boat people from Vietnam, who arrived on our shores as a refugee in 1977.
“His is a story of courage, bravery against all odds and an example of what can be achieved in the face of huge disadvantages and obstacles which included language and cultural barriers.
“Hieu Van Le is a symbol of all that is best about our multicultural society.
“He has overcome poverty and hardship to become the Manager of Regulation with the Australian Securities and Investments Commission, and is the first person of Asian ethnic background to hold the Chairman’s position at the SA Multicultural and Ethnic Affairs Commission.
“He is also a champion of advancement of the Vietnamese community in South Australia.
“Hieu Van Le has a Degree in Economics and Accountancy and a Masters Degree in Business Administration (MBA) from the University of Adelaide.
“He is a member of the Australian Society of Certified Practising Accountants (CPA) and a Fellow Member of the Financial Services Institute of Australasia (Finsia). He is a lecturer at the Finsia and at the Adelaide Institute of TAFE.
He is married to Lan, who came with him on a boat from Vietnam and has since gone on to become a senior rehabilitation consultant. They have two children, Don (named after cricketer Don Bradman) and Kim (after cricketer Kim Hughes).
“Hieu Van Le is a recipient of the 1996 Australia Day Medal for outstanding service to the ASIC and has been awarded the Centenary of Federation Medal for service to the advancement of multiculturalism.
“I have asked Hieu Van Le to continue as Chairman of the SA Multicultural and Ethnic Affairs Commission.”
Mr Rann paid tribute to Her Excellency Marjorie Jackson Nelson.
“In Marjorie we have an outstanding people’s Governor. An Olympian, a fund-raiser for leukaemia research, Marjorie Jackson Nelson is greatly loved. She has built bridges between young and old, between city and country. She has opened up Government House to the people and has an extraordinary workload of meetings, engagements and events.
